BUCKHANNON — Three Upshur County men are facing multiple sexual assault charges from separate incidents involving the same teenage girl, following a report to Child Protective Services last year.
According to the complaint, the juvenile informed a CPS worker in July 2020 that she had experienced multiple incidents of sexual assault by Minter Wade Humphrey, age 57, and Matthew Charles Bean, age 23, of Buckhannon, spanning from 2019 to 2020. Upon further investigation, CPS contacted the West Virginia State Police.
The victim reportedly informed the CPS worker that Humphrey “had sexually assaulted her multiple times” when she lived nearby. WVSP Cpl. E.E. Bostic located Humphrey and obtained a digitally recorded post-Miranda Rights statement, in which the accused admitted to inappropriately touching the girl approximately three times. Humphrey also stated that he and the girl had intercourse on one occasion, but court documents said he allegedly claimed that the incident was initiated by the victim.
In a separate incident reported in her July 2020 disclosure, the victim stated that she “was forced to have sexual intercourse” with Matthew Bean in the Buckhannon Kroger parking lot. Cpl. Bostic also obtained a digitally recorded statement from Bean in which he stated he was talking to the teenage girl, but “had stopped a few months ago because she was dating a 45-year-old guy.” That man was promptly identified as Jamie Lee McCartney.
According to the complaint, Bean admitted that he and the juvenile had sexual intercourse and oral sex, but stated, “It wasn’t rape and she wanted to have sex with him at the time.”
On July 16, 2020 Cpl. Bostic located Jamie McCartney, age 45, of Buckhannon, at his workplace. The officer obtained a digitally recorded post-Miranda interview in which McCartney stated that he “had gotten into a relationship” with the teenage girl while she and her parents were living in one of his rental properties. According to the complaint, McCartney also admitted that he and the teenage girl had had sexual intercourse approximately six times at his residence in Buckhannon.
All three Upshur County men are currently being held at Tygart Valley Regional Jail with $50,000 cash only bonds set by Magistrate Mark Davis. McCartney and Humphrey are each facing four felony counts of third-degree sexual assault, and Bean is charged with two counts. If convicted, these men will face no less than one, nor more than five years in a state correctional facility or fined not more than $10,000 and imprisoned on each count.
