BUCKHANNON – Upshur County Commission members discussed a letter that would be sent to Terry Gould, manager of the Tennerton PSD and Hodgesville PSD, in regard to failed attempts to make contact with him over the past six months.
According to the letter by the Commission dated Jan. 31, 2019, pursuant to WV Code 16-13A-10, a copy of the PSD’s budget shall be sent to the Upshur County Commission.
According to the letter, neither PSD is in compliance. Letters were sent to Gould on June 6, 2018; Sept. 24, 2018 and Oct. 12, 2018. Also email correspondence sent Dec. 17, 2018 went unanswered.
It also states that if, in accordance with WV Code 16-13A-11, either district requires having its books, records, and accounts audited annually by an independent certified public accountant as a result of any covenant in any board resolution or bond instrument, a copy of the audit shall be remitted to the county commission within 30 days of submission.
Commissioners noted in the letter that per a conversation that took place with Tabitha Perry, assistant county administrator, on Oct. 12, 2018, it is the commission’s understanding that the reports would have been provided to their office within the flowing week.
A motion was approved by the commission to table the letter, as contact was made and the proper documentations were to be dropped off by end of business Thursday.
According to County Administrator Carrie Wallace, all required documents were delivered to the county commission on Jan. 31.
