Commission requests payment for water system improvements


BUCKHANNON — The Upshur County Commission convened for a brief regular session meeting Thursday morning. The Commission paid bills and addressed items that required action and approval.

Commissioners reviewed and provided signature of correspondence to Project Manager Ryan Halsey, enclosing the Community Development Block Grant – Small Cities Block Grant Request for Payment for the Elkins Road PSD Phase III Water System Improvements in the amount of $296,998.99. Commission President Kristie Tenney noted the cost for engineering, construction and permits/fees in her correspondence to Mr. Halsey. Engineering services and inspections, along with construction, continues to occur with an estimated cost of $6,774.09. Tenney also noted in her correspondence that construction contracts #3 and #4 continue, with contract #3 being nearly 81% complete and contract #4 being approximately 72% complete. The amount of $288,224.90 was requested for this portion of the project. Regarding permits and fees, the Elkins Road Public Service District is requesting reimbursement for the West Virginia Highway Bonding for Contract #3 and Contract #4, with a cost of $2,000.

The Commission also approved the FY22 Community Corrections Day Report Center Grant (Project No. 22-CC27) Contract Agreement, Resolution, Certifications and Standard and Special Conditions and Assurances. The grant award is in the sum of $161,500 and will be used for the continued operation of a Community Corrections program in Upshur and Lewis Counties.

During their regular meeting, Commissioners also received correspondence from Prosecuting Attorney Bryan Hinkle, requesting the employment of Elizabeth Ann Floyd as legal assistant, effective June 22, 2021. Commissioners approved Hinkle’s request of Floyd’s employment.

Residents of the City of Buckhannon and customers of the Water Board were notified of a public hearing prior to the final vote on Proposed Ordinance No. 451. This ordinance is in reference to the increase of water rates for customers of the water system operated by the Water Board. The hearing will take place on June 17, 2021 at 7 p.m. in the Council Chambers.

The next regular meeting of the Upshur County Commission will be at 9 a.m. on June 17 at the Upshur County Courthouse Annex building.
