Commission approves VIPS request, other items on meeting agenda

BUCKHANNON — The Upshur County Commission met on Thursday, June 30, at 9 a.m. Various items were on the meeting agenda and were approved by the commissioners. A request by Jewel Fisher who serves as the Assistant Coordinator for the Buckhannon Police Department Volunteers in Police Service (VIPS) was also granted by commissioners that will fund an upcoming EMS and Fire Services Recognition Banquet. The request also included funding to cover the cost of recognition plaques. 

The Upshur County Commission heard the presentation by Fisher at 9:30 a.m. on Thursday morning. Fisher noted that this will be the first combined EMS and Fire Services Recognition Banquet. Fisher said, “This will cost about $1,500 for the food and the plaques.” “I am asking for $750 from the county and $750 from the city.”, said Fisher. The meal will consist of spaghetti and meatballs, tossed salad, Italian bread, and dessert. The EMS and Fire Services Banquet will take place at The Brushy Fork Event Center on Saturday, July 30. Social hour begins at 5:30 p.m. with dinner following at 6:30 p.m. and award ceremony will begin at 7:30 p.m. 

There was also a bid opening for one new half-ton truck for the Lewis-Upshur Community Corrections Program. One bid was received from Buckhannon Toyota in the amount of $46,732.42. The bid was approved by the commissioners. 

Other items that were included on the agenda for discussion, action, or approval included the following. Commissioners approved the “Request for Proposals” for the fabrication, delivery, and installation of an Exterior Vertical Platform Lift for the main Courthouse facility. Sealed bids must be received by 4 p.m. on Wednesday, July 27, 2022. Sealed bids received by the deadline will be opened, reviewed, and read aloud by the Commission during the regularly scheduled Commission Meeting at 9:15 a.m. on Thursday, July 28, 2022. The commissioners also approved the following; approval and signature of the FY22 PRO Grant Application and supporting documentation requesting funds in the among of $28,000 for the Prevention Resource Officer (PRO) at the Buckhannon-Upshur Middle School, Approval of County Financial Institutions as Depositories as required by W.Va. Code 7-6-1 ---Freedom Bank, First Community Bank, JP Morgan-Chase Bank, Peoples Bank, and Citizens Bank of West Virginia, Correspondence from Joshua Hinchman requesting reappointment to the Buckhannon-Upshur Parks and Recreation Advisory Board. Upon approval Mr. Hinchman’s new term will be July 1, 2022, through June 30, 2024, Consider appointment to the Upshur County Library Board with effective term from July 1,2022 through June 30, 2027. The following individuals submitted a letter of interest for the vacant position and included Jon Benjamin and Kyle Nuttall. Following a brief discussion on the inability to successfully contact Jon Benjamin, Commissioner Terry B. Cutright said, “I have read both letters submitted and believe that either would be qualified but I make a motion to approve Kyle Nuttall.” The motion by Commissioner Cutright carried and was approved. 

Commissioners entered executive session regarding the correspondence from employee requesting to be changed from full-time to part-time status effective November 3, 2022. Following executive session, the request was approved. No action was taken on tabled items which included correspondence from the Upshur County Firefighters Association requesting a Commission appointment to the newly created committee to address multiple critical issues the local fire departments are facing and assist in determining viable solutions. The committee will consist of two (2) private citizens; two (2) business representatives; and two (2) elected officials, one (1) being from the Upshur County Commission and one (1) being from the Buckhannon City Council. The Commission Meeting scheduled for Thursday, July 7, has been cancelled. The next regular meeting of the Upshur County Commission will be held at the Upshur County Courthouse Annex on Thursday, July 14, at 9 a.m.
